Mileage Tax: To Review
Fuel efficiency and public finance are competing interests? Not really, as long as the gas tax is regularly updated to reflect inflation and the current state of fuel efficiency. The gas tax already rewards efficiency and charges according to level of system usage; California does not need a separate tax on miles driven, except to regulate use of specific facilities.
